NIH Public Access Policy

Overview
Effective April 7, 2008, a new federal law requires scientists to submit journal articles that result from NIH funds to the digital archive PubMed Central upon acceptance for publication.
As of May 25, 2008, all NIH applications, proposals, and progress reports must include the PubMed Central reference number when citing an article that falls under the policy and is authored or co-authored by the investigator, or arose from the investigator's NIH award.
Do I have to comply with the new NIH Public Access Policy?
If a peer-reviewed journal article was produced with the assistance of an NIH grant, contract, or cooperative agreement that was awarded in, or active in, FY 2008, and the article was accepted for publication on or after April 7, 2008 you must comply with the new policy.
How do I comply?
There are three steps:
1. Address copyright: ensure that any publication agreement allows the article to be submitted to NIH in accordance with the policy. If necessary, attach this NIH Author Agreement Addendum when submitting the manuscript. For more information, click here.
2. Submit the final manuscript as accepted for publication: You can do this yourself via the NIHMS Submission System. Journals that participate in PubMed Central will do it for you, but please remember that it is always the responsibility of the principal investigator to inform the publisher that the article is subject to the Public Access Policy and to ensure submission.
3. Cite: When citing their NIH-funded articles in NIH applications, proposals or progress reports, authors must include the PubMed Central reference number for each article.
